To leap or not to leap? That is the question! Should I propose to my partner on 29th Feb??

First time user here! I have been with my partner for 13yrs this November. Been a rocky ride but he and I have still made it through and beyond. He is 26yrs my senior and I am in my prime. He is very good for his age. He has been very supportive of me through thick and thin. And, I mean really difficult times. I am ready to try to conceive but have limited time. I want to be in a stable relationship and have a sense of security and future. I always rejected marriage as my parents went through a messy and traumatic divorce and all suffered. But, now I wonder?? He hasn't and never will propose, but I know he wants to be with me forever. My birthday is on the 28th Feb, the day before the special leap year proposals. I, too, am a romantic and would have liked to be asked the old fashioned way, by a man. But, I am a very liberated woman who can embrace this tradition with flair and pride. I love it's history. It's common in the UK for women to propose! What shall I do? It's 10 days away!
